The exemption, in housing context
Management negotiation captures internal deliberations whose disclosure would prejudice the conduct of negotiation. In housing, that's typically complaint-resolution threads, settlement discussions, and ASB-decision threads while still live.
The override pattern
Once a negotiation is closed, the exemption's basis weakens. Reviewers commonly override MGMT-NEG to release on settled threads, and the ledger captures the reasoning.
